Combating Fraud in Grants to State and Local Governments

In FY 2025, federal grant awards of more than $1 trillion flowed to state and local governments. Grants are awarded by more than 30 federal agencies through more than a thousand grant programs. There is no available estimate of federal grant fraud, but GAO estimated fraud losses between $233 billion and $521 billion annually across all federal programs.
