To improve cooperation between FBI and HSI along the Southwest border, we recommend that FBI and HSI: Jointly develop a memorandum of understanding or similar written agreement governing Federal Bureau of Investigation and Homeland Security Investigations operations on overlapping criminal investigative areas.
