FHFA should establish written policy and procedures that, at a minimum: • Define and explain the roles and responsibilities of the FHFA personnel that participate in the preparation of the Conservatorship section that appears in FHFA’s annual reports to Congress or an alternative form of reporting of FHFA’s choice; and • Prescribe the reporting format to be used in the annual report to Congress and specify the information necessary to fulfill FHFA’s commitment to transparency in its public reporting of the Enterprises’ activities that further FHFA’s scorecard goals, and FHFA’s assessments of their performance against the scorecards.
