Direct UPenn to update its procurement policies to require that personnel establish a formal subaward, subcontract, or independent contractor agreement for all external services provided or invoiced to UPenn. Formal agreements should include: a. a defined scope of work, b. an effective period of performance, and, c. approved labor rates and/or other relevant payment terms and conditions.
