We recommend that the Assistant Secretary for OESE ensure that OIE management develops, finalizes, and implements detailed written policies and procedures for reviewing APRs, to include ensuring all APRs are received and uploaded to the grant files, reviewing progress toward achieving project objectives, following up with grantees when necessary, and appropriately documenting related communications.
