To ensure that the police department is efficiently and effectively meeting the company’s needs and addressing its risks, we recommend that the Chief Administrative Officer coordinate with the Executive Leadership Team - which also represents the Chief Executive Officer’s input - the security steering committee, and APD leadership to take the following actions: 2b. Conduct a systematic, department-wide analysis of the potential use of alternative staff on a targeted basis to determine the appropriate staffing composition.
